How do you import Tunisian olive oil into China?

To import Tunisian olive oil into China, your oil enters under HS code 1509, through a major port such as Shanghai (also Ningbo, Shenzhen, Tianjin). Two factors dominate access to the Chinese market: the customs duty and the registration of the exporting facility. The MFN (most-favoured-nation) duty applied to olive oil is around 10%. But a new factor changes the game for Tunisia: a duty-free window open to non-LDC African countries — including Tunisia — from 1 May 2026 to 30 April 2028, allowing a 0% duty over this period.

The second mandatory checkpoint is the registration of the facility with the Chinese customs administration (GACC), through the CIFER system, under decrees 248 and 249. Without a registered facility and an origin certificate issued before shipment, the cargo cannot be cleared through customs. Zitouna Export delivers in bulk (flexitank, IBC, drums) and private label, with a COA per batch.

Item Data Note
Typical entry port Shanghai (also Ningbo, Shenzhen, Tianjin) Sea route from Radès
HS code 1509.20 (extra virgin), 1509.30 (virgin), 1509.40 (other virgin oils) HS 2022 revision structure · to be confirmed on the Chinese tariff side
MFN customs duty ~10% Reference rate outside the duty-free window — to be verified
Duty-free window 0% for non-LDC Africa (including Tunisia) from 1 May 2026 to 30 April 2028 Dated window — decisive advantage over Spain (85% of the market)
Facility registration GACC / CIFER (decrees 248 and 249) Recommended by the Tunisian authority · prerequisite to customs clearance
Certificate of origin Issued before shipment Condition for cargo eligibility
Market dynamics Strong growth Olive oil consumption rising rapidly

The duty-free window is Tunisia's asset of the moment. Over the period 1 May 2026 → 30 April 2028, Tunisian oil can enter at 0% under the regime reserved for non-LDC African countries, while Spain — which accounts for roughly 85% of the Chinese market for olive oil — remains at the ~10% MFN duty. This is a direct landed-cost advantage to exploit right now, while the window is open.

No GACC-registered facility, no entry. Registration of the exporting establishment through the CIFER system (decrees 248/249) is a strict prerequisite, recommended by the Tunisian authority. The certificate of origin must be issued before shipment: an incomplete file blocks the cargo at the Chinese port.

Customs & regulatory access

China combines a customs duty and strong administrative control on the entry of imported foodstuffs. Three levers structure access:

  • The customs duty. Outside a preferential regime, the reference MFN rate for olive oil is around 10%. Over the window 1 May 2026 → 30 April 2028, Tunisia, as a non-LDC African country, can benefit from a 0% duty exemption (dates and eligibility to be confirmed ). This gap of about ten duty points is a direct competitive advantage over Spain, the ultra-dominant origin on the market.
  • GACC/CIFER registration. Since the entry into force of decrees 248 and 249, any establishment producing foodstuffs destined for China must be registered with the GACC (General Administration of Customs of China) through the CIFER portal. The competent Tunisian authority recommends this registration in advance. Without a valid registration number, customs clearance is impossible.
  • The certificate of origin before shipment. The certificate of origin must be issued before shipment of the goods. It is a condition of eligibility: a certificate issued after the fact or inconsistent with the invoice may lead to a block.

The operational message is clear: the duty may be zero over the 2026–2028 window, but the administrative file (GACC + origin) is the real filter. It is prepared before shipping, not on arrival.

Required documents & certificates

The Chinese file is demanding on registration and origin: the duty-free window does not exempt you from documentary formalities.

  • Commercial invoice + packing list
  • Bill of lading (B/L) by sea
  • Certificate of originissued before shipment, consistent with the invoice (the key piece for eligibility, and to trace the Tunisian origin eligible for the exemption)
  • GACC / CIFER registration of the exporting facility (decrees 248/249) — a prerequisite, without which customs clearance fails
  • Certificate of analysis (COA) per batch, IOC-accredited laboratory (mandatory for Tunisian exports) — must justify the "extra virgin" category and remain consistent with the label
  • Health / phytosanitary certificate per import requirements
  • Compliant Chinese-language label (see dedicated section) — validated with the importer before printing

Labelling & regulations (Chinese)

Chinese labelling is strict and country-specific — several points must be handled with the importer before printing:

  • Simplified Chinese mandatory on the consumer label (product name, category, origin, net quantity, best-before date, contact details of the importer in China).
  • Exact category. The "extra virgin" claim must be consistent with the COA (acidity ≤ 0.80%, panel). A discrepancy between analysis and label is grounds for a block.
  • Origin "Tunisia" clearly stated. Consistent with the certificate of origin — all the more important since it is the origin that opens entitlement to the duty-free window.
  • Best-before date and batch clearly stated, in Chinese format.
  • Contact details of the Chinese importer / distributor mandatory.

Buying culture & expectations of Chinese buyers

The Chinese olive oil market is young, fast-growing and being built: consumers are still discovering the product, which creates both a volume opportunity and a need for education and trust. What sets this market apart:

  • A fast-growing market. Olive oil consumption is rising rapidly in China, driven by urbanisation, health, and the premiumisation of food. The volume potential is considerable — this is a market to conquer, not a fixed niche.
  • Spain dominates massively. About 85% of the market for olive oil in China comes from Spain. This is both a sign of demand maturity and a clear competitive target: Tunisia must differentiate on landed price (thanks to the 2026–2028 exemption) and on origin quality.
  • Health and traceability sell. The urban Chinese buyer values the health story (polyphenols, Mediterranean diet) and the traceability of the origin. A Tunisian extra virgin — mild Chemlali, polyphenol-rich Chetoui — has a real argument to defend on this ground.
  • Brand and channel matter. E-commerce, platforms, modern retail: the product is often sold via importer brands and private label. Tunisian bulk is valued when rebottled locally or as private label in Chinese format.
  • Trust runs through the file. A properly registered GACC facility, a clean certificate of origin and a consistent COA reassure the importer as much as the product: administrative compliance is a commercial argument in China.

Buyer side (CN importer/distributor): check the facility's GACC/CIFER registration, require a certificate of origin issued before shipment and a COA consistent with the label, and exploit the duty-free window while it is open to improve your landed price against Spain. Seller/exporter side: secure GACC registration in advance, issue the certificate of origin before shipment, and communicate the duty-free advantage + Tunisian origin quality against Spanish dominance. The window is dated: act fast. Get export training.

Logistics

The oil ships from Radès by sea to the major Chinese ports — Shanghai first, along with Ningbo, Shenzhen and Tianjin. Transit is measured in weeks (to be confirmed depending on freight forwarder and rotation). Bulk travels in flexitank (~22,000 L, 1 per 20' container), in IBC (1000 L, ×20) or in drums (200/216 L) for local rebottling; packaged product ships in bottles or cans under a Chinese label.

Two logistics points specific to China:

  • The file must precede the goods. The GACC registration and the certificate of origin issued before shipment must be ready before the vessel departs — a documentary delay immobilises the container at the Chinese port.
  • Distance and freight. China is a distant market from the Mediterranean: sea freight weighs on the landed cost. The 2026–2028 duty-free window is precisely what helps offset this item and stay competitive against a massive Spanish flow.

For a first order, FOB Radès is the standard; CIF Shanghai delivers a port landed price (freight + insurance included). Estimate the landed cost with our price & margin simulator.

Organic box — a rising premium

Urban China is sensitive to the health and naturalness story, and organic reinforces the premium positioning there. Our oil is available in Ecocert certified organic (EU 2018/848). For an "organic / 有机" claim on the Chinese market, you must check the certification and equivalence requirements specific to China: EU certification alone is not necessarily sufficient to display the Chinese organic logo. Tunisian terroir — arid climate, low pest pressure — is naturally suited to organic, a strong storytelling argument on a market seeking traceability.

FAQ — Importing Tunisian olive oil into China

What customs duty does Tunisian olive oil pay in China?

Outside a preferential regime, the reference MFN duty is around 10%. But over the window from 1 May 2026 to 30 April 2028, Tunisia, as a non-LDC African country, can benefit from a 0% duty exemption. Always check the applicable rate and the validity of the exemption before any firm quote.

What is the 2026–2028 duty-free window?

It is a regime allowing non-LDC African countries — including Tunisia — to export to China at 0% duty over the period from 1 May 2026 to 30 April 2028. It is a decisive advantage over Spain (about 85% of the market), which remains at the MFN duty. Since the window is dated, the point is to benefit from it while it is open.

What is GACC / CIFER registration?

It is the mandatory registration of the exporting facility with the General Administration of Customs of China (GACC), through the CIFER system, under decrees 248 and 249. The Tunisian authority recommends it in advance. Without a valid registration, customs clearance is impossible — it is a strict prerequisite for any shipment.

Do you need a certificate of origin for China?

Yes, and it must be issued before shipment of the goods. It is a condition of eligibility for the cargo. It is all the more important because it attests to the Tunisian origin, which opens entitlement to the duty-free window over the 2026–2028 period.

What is Tunisia's advantage over Spain in China?

Spain dominates with about 85% of the market, but at the ~10% MFN duty. Over the 2026–2028 window, Tunisia can enter at 0% under the regime for non-LDC African countries: this is a direct landed-cost advantage, to combine with the quality/origin story (Chemlali, Chetoui, polyphenols).

Under which customs code is olive oil classified in China?

Under HS code 1509: 1509.20 (extra virgin), 1509.30 (virgin), 1509.40 (other virgin oils). The precise Chinese tariff classification is to be confirmed. Ensure the HS code is consistent across the customs declaration, the invoice and the COA.

What is the most common entry port in China?

Shanghai is a natural entry point (also Ningbo, Shenzhen, Tianjin) from Radès. Bulk arrives in flexitank or IBC for local rebottling, or packaged product in bottles/cans. Sea transit is measured in weeks — to be confirmed depending on the freight forwarder.

Is the Chinese olive oil market promising?

Yes. It is a young and fast-growing market, driven by urbanisation, health, and food premiumisation. The volume potential is considerable, with a need for education and trust among consumers who are still discovering the product.

Can you display "organic" on a Tunisian oil in China?

Not automatically. Our oil is certified organic by Ecocert (EU 2018/848), but the "organic / 有机" claim on the Chinese market depends on the certification and equivalence requirements specific to China. Failing that, organic oil sells as premium conventional.

Can you do private label for China?

Yes. We supply in bulk or packaged under a compliant Chinese label (Chinese, category consistent with the COA, origin, importer contact details). The Chinese market, dominated by importer brands, is receptive to private label with a strong origin story. See our private-label offer.

Which incoterm should you choose for China?

For a first order, FOB Radès is the standard: you control freight up to shipment. CIF Shanghai delivers a port landed price (freight + insurance included). We reserve DAP/DDP for trusted clients. Estimate the landed cost with our price & margin simulator.

What must you prepare before shipping to China?

Three items before the vessel departs: the facility's GACC/CIFER registration, the certificate of origin issued before shipment, and a COA per batch consistent with the label. The file must precede the goods — a documentary delay immobilises the container at the Chinese port.
