Bulk organic olive oil for the USA (USDA NOP)
How to sell Tunisian organic olive oil in the United States?
To sell Tunisian organic olive oil in the United States, USDA NOP (National Organic Program) certification is essential to claim "organic": EU organic / Ecocert alone is not enough on the American market, even if the EU-USA equivalence facilitates the process. Add the classic FDA obligations — facility registration, US Agent, Prior Notice, FSVP program — and Nutrition Facts labelling.
The Tunisian terroir is naturally suited to organic (arid climate, low pest pressure, extensive olive groves) and Tunisia is a major exporter of organic EVOO. Zitouna Export delivers certified organic in bulk (flexitank, IBCs, drums) and in private label, with a COA and certificate number per lot. Indicative price from €3.85/kg FOB. See our organic hub and general import to the United States.
Why the USA is a major organic market
The United States is one of the largest olive oil import markets in the world), Californian production covering only a small share of consumption. The organic segment there is buoyant and well structured: organic sections in mass retail, specialty chains (like Whole Foods), e-commerce and Amazon.
For a Tunisian exporter, the opportunity is direct: combine a de facto organic terroir, a USDA NOP certification (via equivalence with Ecocert / EU organic) and a bulk price at origin of €3.8–4.0/kg versus €4.1–4.5/kg in Jaén and €6.5–7.0/kg in Bari — with 26 awards at the NYIOOC 2024, the reference competition judged in New York. Certified organic turns a price advantage into a premium positioning.
Without USDA NOP certification, you cannot sell "organic" in the United States, even with a European organic certificate. Anticipate the NOP audit before prospecting.
The safeguard: never "organic" without a valid certificate
This is the non-negotiable rule of this page. A "naturally clean" orchard (few or no inputs) is not therefore organic in the regulatory sense, and a European organic certificate does not authorise you to claim "organic" in the United States.
We never apply the "organic" mention without a valid certificate covering the plots and the mill. For the American market, a USDA NOP certificate is required (obtained directly or via the EU-USA equivalence from an Ecocert / EU organic certificate), with number and traceability per lot. The logo alone is not enough: always require the certificate from the certifying organisation.
Organic USA: Ecocert / EU organic is not enough alone
Each jurisdiction has its organic framework. One is not substituted for the other — this is the most misunderstood point of organic export to the USA.
- USDA NOP — essential to claim "organic" in the United States. It is the framework of the American market.
- EU organic 2018/848 / Ecocert — valid in Europe. An EU-USA equivalence exists and facilitates access to NOP, but the European certificate alone is not enough to apply "organic" on a label intended for the US market.
- Possible combination — many Ecocert-certified Tunisian mills also obtain the NOP; it is the most common route to serve Europe AND the USA.
- Food safety — IFS Food / BRCGS expected for private label and mass retail; FDA / FSVP mandatory whatever the organic status.

FDA + organic compliance: US agent, FSVP, Prior Notice
Organic does not exempt from any FDA obligation: the two regimes stack. Typical breakdown of responsibilities.
- FDA facility registration (Food Facility Registration), to be renewed every 2 years.
- US Agent designated with the FDA — mandatory for any foreign establishment.
- Prior Notice submitted to the FDA before each shipment.
- FSVP program (Foreign Supplier Verification Program) — at the charge of the importer, who must verify their foreign supplier.
- Valid USDA NOP certification + certificate number per lot, in addition to the FDA file.
- Customs bond and entry filed by the broker / importer of record.

Organic labelling for the American market
Labelling comes under the FDA (21 CFR) AND the USDA NOP rules for the "organic" mention. Key points for an organic olive oil:
- Nutrition Facts mandatory, serving 1 tablespoon (1 tbsp ≈ 14 g), with dual unit of measure (US + metric).
- Exact common name ("Organic Extra Virgin Olive Oil") + name & address of the US responsible party.
- "USDA Organic" mention and USDA seal conditional on a valid NOP certificate and traceability (the percentage of organic ingredients is 100% for a single-ingredient oil).
- Country of origin ("Product of Tunisia") required.
- No health claim not authorised by the FDA: the EU/EFSA claims (polyphenols) do not transpose as such.

Organic private label, the fastest gateway
The American market has a strong appetite for private label: many importers, bottlers and chains source in organic bulk to bottle under their brand. It is often the fastest gateway for Tunisian organic.
We supply USDA NOP organic in bulk (flexitank, IBCs, drums) or packaged under your label in English + Nutrition Facts. For mass retail, IFS Food / BRCGS are generally expected in addition to NOP. See organic private label and organic oil in bulk.
The polyphenol edge (mind the US usage)
Tunisian organic has a second edge: Chetoui displays high polyphenols, often exceeding 250 mg/kg, a threshold that opens the EFSA health claim in Europe (EU Regulation 432/2012). It is a strong argument — but on the US side, this claim does not transpose: the FDA does not automatically authorise this wording. Use polyphenols as a quality argument documented by the COA (a good marker of freshness and robustness), without carrying over the EFSA health wording onto the US label. See the Chetoui variety.

FAQ — Organic olive oil for the United States
Is USDA NOP certification needed to sell organic olive oil in the USA?
Yes, mandatorily to claim it as "organic". A valid USDA NOP certificate is required, with a number per lot. EU organic / Ecocert certification alone is not enough on the American market, even if the EU-USA equivalence facilitates obtaining the NOP.
Are Ecocert or EU organic enough to sell "organic" in the United States?
No. A European organic certificate does not allow "USDA Organic" to be applied on a label intended for the USA. An EU-USA equivalence exists that facilitates access to NOP, but it is indeed USDA NOP certification that authorises the "organic" mention on the American market.
What is the FSVP program and who is responsible for it?
The FSVP (Foreign Supplier Verification Program) requires the American importer to verify that their foreign supplier produces under compliant food safety conditions. The Tunisian exporter facilitates this work by providing COA, specifications, traceability and organic certificate.
Does organic exempt from FDA obligations?
No. Organic status and FDA compliance stack: facility registration, US Agent, Prior Notice before each shipment and FSVP remain required, in addition to the USDA NOP certificate.
What price for Tunisian organic olive oil in the USA?
Tunisian organic starts around €3.85/kg FOB, i.e. a premium of about +24% vs conventional. The landed price then depends on the MFN bulk duty (3.4 ¢/kg), the possible surtax (expires 24/07/2026 ), freight and the incoterm.
What customs duty does organic olive oil pay in the United States?
Organic does not change the rule: 3.4 ¢/kg bulk (5 ¢/kg retail) under the MFN, plus, as of 20/07/2026, a 10% Section 122 surtax that expires on 24 July 2026. While it runs, the total customs cost is around 11%; otherwise it falls back toward 1%. To be confirmed with a customs broker.
Can you do organic private label for the USA?
Yes. We supply USDA NOP organic in bulk or packaged under your label in English + Nutrition Facts. For mass retail, an IFS Food / BRCGS certification is generally expected in addition to NOP. See organic private label.
Can the EFSA (polyphenol) health claim be displayed in the USA?
No, not as such. The EFSA health claim linked to polyphenols (≥ 250 mg/kg, EU Regulation 432/2012) is a European framework. In the United States, the FDA does not automatically authorise this wording: use polyphenols as a quality argument documented by the COA, without carrying over the EFSA health formulation onto the US label.
How to recognise a genuine organic olive oil for the US market?
Require the valid USDA NOP certificate (number + organisation), the lot's COA and plot traceability. The USDA seal or the logo alone is not enough: request the certificate from the accredited organisation. We never announce "organic" without a valid certificate.
What is the port of entry and lead time to the USA?
The most common is New York / New Jersey (also Los Angeles, Savannah). Allow for lot preparation + ONH analysis + documents, then the Radès → East Coast maritime transit (indicatively 2–3 weeks, to be confirmed by port and forwarder), plus clearance.
Which incoterm to choose for the USA?
For a first order, FOB Radès is the standard and serves as the basis for the duty calculation (transaction value, excluding freight and insurance). CIF US port delivers a landed port price. Estimate the landed cost with the price & margin simulator.
Which documents accompany an organic shipment to the USA?
Commercial invoice, packing list, bill of lading (B/L), certificate of origin, COA (IOC-approved lab), valid USDA NOP certificate, plus the FDA file (registration, US agent, Prior Notice) and the FSVP on the importer's side. FDA labelling (Nutrition Facts, 1 tbsp) + organic mention.
